It does not. The unit cylinder is repinned with the building's master pins kept in place, so your new key works and the manager's master still opens the door for repairs. Check the HOA rules first; some want the management office to book the visit, and the receipt can go to them.

The gardener and the former housekeeper both had keys to the Lucas Valley house. Is that a rekey or a replacement?+

A rekey, if the locks are in good order. The front door, the side gate, the guest house and any door those keys ran are repinned to one new key, and a second set can be cut for the new housekeeper.
